Association Community Services West (ACS West)

  • ACS West is the professional management company that our HOA pays to collect dues, provide accounting and financial management services, and administer our maintenance contracts.

  • HOA dues are due on the first of the month and are currently $120. Upon purchase of your house, and then yearly, you’ll be provided with paper coupons you can mail with your payment each month.

Maintenance

  • The landscapers mow lawns in the warmer months beginning in March on Thursdays, weather permitting. They also provide front shrub trimming and spray for weeds as needed. Please do not use your irrigation system on the days they are mowing. The landscapers also maintain the common areas of the neighborhood and empty the dog refuse stations.

  • Please check the News page for updates to community projects such as the common areas, dog park, or Powhite Park access trail. Updates will also be provided in the semi-monthly HOA board meetings.

Architectural Review Committee (ARC)

  • First ensure that what you want to do is following the City of Richmond Codes. Note that many improvements require you to obtain building permits and inspections as well.

  • 1) Fill out the Architectural Review Request Form and save as a PDF file. Westlake - Richmond Architectural Application - Aug 2023 Revision.pdf or use Westlake - Richmond Architectural Application - Aug 2023 Revision.docx

    2) Provide any additional information outlined in the architectural guidelines and save the documents as PDF files.

    4) Email all documents to Bekki Rice at bekki@acswest.org with ‘Architectural Review Request’ in the subject line of the email, and attach all PDF files.

  • PDF forms downloaded should be printed, filled in, then scanned or a picture taken, then open the file. Then, for any opened file (picture files .jpg, .jpeg, other, or MSWord .doc or .docx), select the print option, print to file, select pdf file option, name the file and save to your PC.

Utilities

  • Please contact the City of Richmond’s Department of Public Utilities (DPU) at (804) 646-4646. Your water, trash/recycling, and gas will all be on one monthly bill. You can also visit them in person at 900 E. Broad St (Room 115) or at the East District Center at 701 N. 25th St.

  • The trash is collected every Tuesday, and recyclables are collected every other Tuesday. For most holidays, the trash/recycling is delayed one day. Please see the following for trash and recycle holiday schedules. Note that the trash and recyclables have slightly different holiday schedules.
